well firstly, is she wet??
my polish hens crest feathers flop open like that when she is wet, that much i would say is normal.
There look to be new feathers there, still wrapped in the shaft.. am i right? this would be a moult.
As for the marks, spots... check the ones that are on the feathers themselves.. are they mites? Polish often have trouble with mites on their heads.
and watch the behaviour of other chooks around her... they could be pecking her a bit, causes the marks.
